Clearly such a project meets the “business purpose” portion of the definition of contractor.

Further, the property owner exceptions to registration mentioned in the previous question specifically do not include individuals or entities performing contractor type work with the intention of leasing or selling improved property that he, she, or it has owned for less than twelve months.
