I want to press charges regarding my father’s estate, but the police department says his estranged wife has to want it? Is that true?

If the statute of limitations on a mortgage debt has expired, does this mean that the contract is void? The corner of my house sits on the property line. I was told after a number of years the boundary line automatically changes along with a 6-foot buffer? Is that true?
